No Noise Impact Area by 2015
Resolution Sets Policy For Noise Mitigation Priorities
BURBANK, Calif., August 2, 1999 -- The Burbank-Glendale-Pasadena Airport Authority committed itself to the goal of eliminating all incompatible land use near the airport associated with aircraft noise by the year 2015 by adopting a benchmark noise policy resolution at its first meeting in August.
The resolution establishes an overall framework for the airport's ongoing noise mitigation programs by setting the zero-impact-area goal and identifying the priorities for choosing which measures will be undertaken.
"This is one of the most important steps we can take to improve our noise program because it focuses the Authority's attention on what actions are most important, and for the first time, it tells the public there is a specific time when the Authority will attain all of the goals and requirements of state policy," President Carl Meseck said.
The resolution establishes the principle that the highest priority will be given to actions which have the highest level of benefits to the community in relation to the investment required, and which are most likely to be under the control of the Authority.
By concentrating on things we know we can accomplish, we will be assured of getting better results than if we spend too much time and effort on measures with low chances of success, Meseck noted.
The Authority will also adopt the California Noise Standards as its gauge for measuring its progress toward the zero-impact area goal in 2015, since those standards are used throughout the state and are more favorable to residents than the measurement system used in other parts of the country.
Under the state noise standards, residential land use impacted by a 24-hour average level of 65 decibels or louder from aircraft operations is considered Aincompatible. The goal of the standards is to reduce noise or to mitigate its impact so that no homes are left in the 65 decibel area. Currently, Burbank Airport has an estimated 1401 homes in the impact area.
The Authority's record over the past 21 years in reducing noise impact is well known across the country. In 1987, Burbank Airport became the first airport in the U.S. to achieve an all-Stage 3 jet airline fleet, the quietest generation of jet technology. National policy adopted by Congress in 1990 emulated that approach, setting the goal for an all-Stage 3 airline fleet throughout the country for the year 2000.
In addition, the Authority has secured over $22 million in the past 10 years for school and home insulation programs and performed two major noise studies under federal guidelines to aid in reducing noise and noise impacts.
Carl Meseck of Glendale Elected President
Chris Holden of Pasadena Named Vice President; Charles Lombardo of Burbank Continues as Secretary for Coming Year
BURBANK, Calif., July 26, 1999 – The Burbank-Glendale-Pasadena Airport Authority today elected Commissioner Carl Meseck of Glendale to serve as president of the Airport Authority Commission for the coming fiscal year. He succeeds Pasadena Commissioner Joyce Streator, who has been president for the past three years.
Meseck, who has served previously as secretary and vice president and who has held a seat on the Commission since its inception in 1977, said his top priority will be to reach a successful conclusion on all matters relating to the proposed replacement terminal project at Burbank Airport.
“I think we can all see the light at the end of the tunnel now, and I will do everything I can to make sure we get there,” Meseck said.
Replacing Meseck as vice president is Pasadena Commissioner Chris Holden, who has served on the Commission since 1993. Holden has previously served as secretary and is a member of the Commission’s Operations and Development Committee which oversees airport daily operational issues and the development of capital projects.
Burbank Commissioner Charles Lombardo, a member of the Authority since 1998, was reelected secretary, a post he has held for the past year. Lombardo is also a member of the Operations and Development Committee.
